Ezekiel is describing what he saw in first person
When referring to yourself in the first person, you can use pronouns like “I”, “me”, “my”, “mine”, “myself”, “we”, “us”, and “ourselves”. First-person pronouns are used to talk about yourself, your opinions, and what happens to you.

The act of referring to yourself in the third person is called illeism, which comes from the Latin word ille meaning “he” or “that man to make statements seem more objective and clear, without bias
he then goes back to speaking to himself in first person again
